The story begins six months after the catastrophic breach between Terra Prime and the Shadow Dimension that had devastated Quad City. In the aftermath of this disaster, S.O.A.R. had positioned itself as Earth's first unified global defense agency and was preparing to assemble the United Terran Guard, a coalition of legacy heroes and new champions from every continent. The world was rebuilding, but Director Locke and her advisors knew that the real danger had only just begun.

Major leadership changes had occurred within S.O.A.R. since the Quad City incident. Senator Alex Somerset, the former Director who had once been known as Iron Eagle, had left the organization to become a U.S. Senator. In his place, Major Loretta J. Locke had taken command as the new Director of S.O.A.R. She was a stern woman in her mid-late 50s with short silver-gray hair, gentle blue eyes, and a military bearing that commanded respect. Somerset, now an aging man with a gray and white goatee who walked with a cane, maintained his influence from his new position in the Senate.

A tense confrontation occurred between Somerset and Director Locke in the marble-lined halls of the United Nations headquarters. Somerset advocated for discipline and containment protocols, believing that enhanced operatives should be carefully controlled and monitored. Locke countered with her vision of building bridges and creating unity, arguing that fear rather than trust had caused Quad City's collapse. Their philosophical differences about S.O.A.R.'s future direction created an underlying tension that would influence the organization's path forward. Somerset warned about the dangers of unchecked power and past squad failures, while Locke insisted that treating enhanced operatives as liabilities would only create more problems.

Back at S.O.A.R. headquarters, Director Locke worked with her senior advisor Albert Freeman, also known as Sphinx, to review potential candidates for the new team. Sphinx was an elderly African-American man who served as one of the last surviving heroes from the original Great War against Rasputin. His most remarkable ability was precognition - he could see into the future, often finishing people's sentences and predicting events before they occurred. When Locke objected to one particular candidate file, Sphinx smiled mysteriously and advised her to have a conversation with the individual, frustrating Locke with his cryptic responses.

The first recruit they approached was Torin Storm, the stage name of a well-built man in his mid-20s whose real name was Thomas Harper. He was the lead singer of a band called the Bards of Asgard, which had been rocking the underground Quad City scene for almost two years. The band had been on a world tour during the Shogunate occupation of Quad City and had since returned to perform charity concerts to raise funds for the city's rebuilding efforts. Torin was currently staying with his grandmother Ellie at her coastal Alabama home, using his music to bring light to the darkness and heal the souls of those broken by the recent catastrophe.

After finishing a charity concert, Torin was approached backstage by Director Locke, who had come to recruit him personally. His superfan Rebel, a former S.O.A.R. employee who had been fired from the organization, informed Torin that someone in a military uniform was there to see him. Director Locke revealed that she knew about Torin's enhanced abilities and offered him a position on a global defense team designed to protect the world from future threats. Torin negotiated payment terms that included not only personal compensation but also three million dollars for Quad City rebuilding efforts. Locke agreed to his terms and assigned him to recruit other team members, giving him a special S.O.A.R. business card that would activate with holographic instructions.
